Commencing on the north line of the borough, on the western line of Prospect Street, which is the south line of North Elm Street; thence southerly on the western line of Prospect Street to the north line of Pearl Street; thence westerly on the north line of Pearl Street, to the center of the Naugatuck railroad, thence southerly in the center of said railroad to the Naugatuck River. Thence northwesterly along the north bank of said River to the north line of Church Street; thence westerly on the north line of Church Street and on the north line of Highland Avenue to the west borough line; thence northerly on the western line of borough to the north western corner of the borough and on the southern line of North Elm Street; thence easterly on the north borough line to place of beginning
