Upshur County, WV 1870 Federal Census TOWNSHIP INFORMATION The files on-line for this census can be found in the following directory: http://www.us-census.org/pub/usgenweb/census/wv/upshur/1870/ ABOUT UPSHUR COUNTY: Upshur County was formed in 1851 in Virginia from Randolph, Barbour, and Lewis counties and named for Abel Parker Upshur, a distinguished statesman and jurist of Virginia. Upshur served as United States Secretary of State and Secretary of the Navy under President John Tyler. The county was part of the area that became West Virginia when it was admitted to the Union on June 20, 1863. West Virginia was a key border state during the American Civil War. It separated from Virginia and was one of two states (along with Nevada) admitted to the Union during the Civil War. In 1863, West Virginia's counties were divided into civil townships, with the intention of encouraging local government. This proved impractical in the heavily rural state, and in 1872 the townships were converted into magisterial districts.
